Former Cardinal and Royal manager Whitey Herzog and 31-year umpire Doug Harvey were elected to the Hall of Fame by a veterans committee, but retired Players Association director Marvin Miller fell four votes short.

Herzog and Hravey will be inducted into the Cooperstown shrine this summer along with any players who receive 75 per cent of the Baseball Writers Association vote in January.

Herzog won six division titles and won the World Series in 1982 while revolutionizing the AstroTurf-changed game by introducing speed. Harvey umpired five World Series.

Two separate committees voted on 10 umpires/managers and 10 former executives. Next year at baseball's winter meetings, another committee will consider a list of former players.
